The UK's  response to the dead swan later found to have bird flu was too slow.  Preparations should already have been made to co-ordinate agencies in Scotland with those in England Wales, Northern Ireland and elsewhere (including the Isle of Man and other self governing islands).  The armed forces should have been prepared, at least to fly the specimen from the infected bird to the laboratory, and to supply  scaffolding and netting to segregate free range poultry from the wild population..  All press reports on this issues are on Bird flu
