We believe that the proposals shown under Sources have some merit.  This does not mean that we support them in their entirety.  For example the proposal from the King's Fund (also by The Observer and British Medical Journal) to establish an independent agency to take ministers out of day to day management of the NHS would relieve the initiative overload, but it would do nothing to make the NHS democratically accountable at local level.  Proposals of this nature need to be worked up to ensure local democratic accountability.
