Distinctive actions of devolved governments in Scotland and Wales, and of local democratic bodies

Bodies with devolved powers, including the Scottish Parliament and the National Assembly for Wales, have established different policies from the Westminster government.  The differences are likely to be increasingly informative in making judgements  on policies in England, and will therefore assist in democratic debate.

In theory useful comparisons can be made the other way, to improve policies in Scotland and Wales.  It seems, however, that to date all the policy advantages are with the devolved bodies.
